When preparing for an E-7 visa, most people first look at education, work experience, major, and salary.

These are important.

But they do not tell the whole story.

A candidate with an impressive degree and many years of experience does not automatically have a strong E-7 case.

A more important question is:

“Why does this company need this particular foreign worker for this particular job?”

That question can help explain many parts of the E-7 review.

1. E-7 Is Not Decided by the Applicant’s Qualifications Alone

Education and work experience matter, but they need to connect to the actual job.

For example, a candidate may have graduated from a famous university and have extensive experience.

But if the proposed work in Korea is mainly general or routine work, it may be difficult to explain why those qualifications are required for the position.

On the other hand, even a candidate without an extraordinary academic background may present a much clearer case if their professional experience directly matches a function the company genuinely needs.

So the question is not simply:

“Is this person highly qualified?”

It is:

“How do this person’s qualifications and experience connect to the actual work the company needs?”

2. Language Ability Alone May Not Explain the Need for Foreign Expertise

Imagine a Korean company entering the Vietnamese market.

The company needs someone to manage local distribution channels, negotiate with business partners, and solve problems in Vietnam.

Simply saying:

“The candidate speaks Vietnamese.”

may not be enough.

Language ability alone does not necessarily explain why a foreign professional is specifically required.

But if the applicant has real experience managing distribution networks in Vietnam, working with local partners, negotiating contracts, and operating platforms in the Vietnamese market, the situation is different.

The person is no longer simply:

“someone who speaks Vietnamese.”

They can be presented as:

“someone who can actually operate in the Vietnamese market.”

The key is therefore not nationality or language by itself, but how the person’s experience and professional function connect to the job.

3. One Question Can Summarize the E-7 Review

A useful way to think about an E-7 assessment is:

“Why does this company need to employ this foreign worker in this job under these conditions?”

Each part matters.

Why this company?
The company’s business and actual workforce needs matter.

Why this foreign worker?
Education, experience, market knowledge, technical skills, and other expertise may matter.

Why this job?
The level and substance of the actual duties matter.

Why these conditions?
Salary, responsibility, and employment structure may also be relevant.

An E-7 application is therefore not simply a collection of documents describing a good candidate.

It should explain why this employment relationship makes sense.

4. Protection of Domestic Employment Is Also Part of the Background

Another important concept is the protection of domestic employment.

The E-7 system allows Korean companies to hire eligible foreign professionals while also considering whether foreign employment could unnecessarily replace Korean workers.

Relevant considerations may include:

Replaceability
Can the role reasonably be filled by domestic workers?

Salary Appropriateness
Is the company hiring a foreign worker simply because the person can be paid less?

Foreign Employment Ratio or Limits
Is the number of foreign employees reasonable in relation to the company?

Level of Work
Is the work genuinely professional or specialized rather than routine?

This is why the question of domestic employment protection should not be treated only as a final checklist.

It can affect how the job itself is designed and explained from the beginning.

5. Translation Work Is a Useful Example

Suppose a company wants to hire a foreign national as an interpreter or translator.

If the candidate is a native speaker of the relevant language and also speaks Korean well, that may appear suitable at first.

But if the actual work consists mainly of simple translation or basic communication, it may be harder to explain why specialized foreign expertise is necessary.

The picture can be different if the role involves technical contract negotiations, specialized terminology, communication with overseas technical partners, or professional interpretation in complex work environments.

The title may still be “translator” or “interpreter,” but the substance and professional level of the work can be very different.

6. The Same E-7 Occupation Can Produce Different Results

Even applicants using the same occupation category may not be assessed in the same way.

Consider CAD-related work.

In one company, a foreign employee may mainly provide simple drawing assistance on the production floor.

It may then be unclear whether the person is really performing professional CAD design or simply general production support.

In another company, the foreign employee may work in a dedicated design environment, create and modify drawings, participate in actual design work, and have previous experience directly related to those tasks.

The occupation name may be similar, but the actual cases are quite different.

That is why E-7 can be understood not only as an occupation-based system, but also as a system in which the actual facts of each case matter.

7. E-7 Should Be Viewed as a Three-Part Structure

A strong E-7 case usually connects three elements:

Foreign Worker’s Expertise
Employer’s Genuine Need
Actual Job Duties

If only one part is strong, the overall case may still be difficult to explain.

A strong candidate alone is not enough.

A large company alone is not enough.

A job title alone is not enough.

What matters is whether all three fit together in a consistent and understandable way.

Conclusion

The E-7 visa is not simply awarded to foreign workers with strong academic or professional backgrounds.

The assessment can involve the applicant’s expertise, the company’s actual business needs, the proposed duties, and whether the work can reasonably be distinguished from ordinary domestic employment.

So instead of asking only:

“Is this a good candidate?”

it may be more useful to ask:

“Why does this company need this person for this specific role?”

Once that question is clear, the rest of the application becomes much easier to organize.
